James E. Bullard

September 25, 1941 — February 15, 2023

James E. Bullard, retired Councilman of Piscataway, passed away on Wednesday, February 15, 2023. He was 81.

Born in Eleutha Bahamas, he came to the United States in 1959 and graduated as an engineer from Lowell Technology Institute in Massachusetts. He lived in Fords before moving to Piscataway in 1977.

Jim worked for AT&T Bell Labs in Middletown as an electrical engineer, retiring in 2006 after 29 years. He was a heart transplant recipient in 2006 and very active in fundraising for organ donation for Hahnemann University. He was a former President of the Second Chance Heart Transplant Chapter and Support Group.

Councilman Bullard was a Piscataway Ward 2 Councilman, first being elected in 2010 and serving out his term this past December 2022. He served as Council President in 2013. He was very proud of the many accomplishments of the town council, especially being named Sports Town USA, the many free recreational sports programs for the youth, the new YMCA Community Center, the Piscataway Senior services, the improvement to the many parks and the upcoming Ecological Park. He also was a longtime Democratic Committeeman for the Piscataway Democratic Organization.

Jim was very active in the Piscataway Seniors, on the Senior Citizen Advisory Commission and Vice Chair for the Office of Aging & Disabled Services Advisory Council. He was instrumental in starting the Senior Buddy Program for High School Seniors to mentor senior citizens on learning computers skills. He was recognized by the NJ Advocates for Aging in 2015 for his work on behalf of NJ seniors.

He was a volunteer cameraman for the Piscataway Community Television (PCTV) since 1996 and received their Volunteer of the Year Award eight times and the Jersey Access Group Municipal Excellence Award in 2017. He was active in the Metlar-Bodine House Museum and was on the Municipal Alliance and the Cultural Arts Committee. He was an avid photographer where he had placed in several categories for the Middlesex County Older Adults Art Contest. He received the Volunteer Leadership Award in 2008 from Robert Wood Johnson University Hospital.

He loved working with the youth sports. He was former President of Piscataway Little League and Coach for the Piscataway Recreation Middle School Basketball League. He was on the Piscataway Recreation Advisory Board and the Turn on Youth Coalition/Piscataway Youth Center. He also was Assistant Commissioner of the NJ Babe Ruth Baseball/Cal Ripken Commission. He was inducted into the Middle Atlantic Regional Babe Ruth Baseball Hall of Fame in 2014.

Councilman Bullard was known for his warm and cheerful nature. He loved being a Councilman and serving the residents of Ward 2 and the entire Piscataway Township. He was an advocate for the seniors and the youth and will be greatly missed by all that knew him.

Jim is predeceased by his parents James and Eileen (Allen) Bullard, and his four siblings, Henrietta Bullard-Sands, Philip Hilton, Arthur Knowles and Glenn Knowles.

Surviving is his loving wife of 45 years, Lois (Gainey) Bullard, his daughter Christina Lloyd (Willie) of Miami, FL, his sons Lawrence Bullard of Alexandria, VA and Tony Bullard (Dee) of the Bahamas; his brother Paul Bullard, his sisters Sharon Thomas and Marsha Carey all of the Bahamas; his grandchildren Tyré Lloyd, Antonio Bullard, Crystal Knowles, Antonique Bullard, Anton Bullard and Tavia Bullard.

Friends and relatives may call on Saturday, February 25th, from 9:30 am – 10:30 am at Macedonia O.F.W. Baptist Church, 373 Highland Avenue, Piscataway, with a Funeral Service starting at 10:30 am. Burial will follow at Lake Nelson Memorial Park in Piscataway. Funeral arrangements are under the care of The Crabiel Home for Funerals, 170 N Main St.-at Riva Avenue, Milltown, NJ.
